PURPOSE: An intelligent parking lot camera apparatus with a multi functional image processing module and a parking lot management system using the same are provided to reduce the number of cameras by using a high quality camera module. CONSTITUTION: A high quality camera module(200) photographs at least one parking side, and an image processing unit(110) judges a parking state or an empty state of each parking side. An image extracting unit(120) extracts still image information from a parking side video, and an image transferring unit(150) transmits streaming video information and compressed still image information.
