PROBLEM TO BE SOLVED: To obtain a stable mixture ratio in a change of an ambient temperature or in the use of a foam fire-extinguishing agent of high kinetic viscosity in a mixing device for foam fire-extinguishing apparatus. SOLUTION: A shaft 8 is provided between an inflow port 4 of a foam fire-extinguishing agent and a water inflow port 3, and is equipped with a valve member making contact with respective inflow ports at an end. The valve member 7 of the foam fire-extinguishing agent of the shaft 8 includes a cylinder 15 having a communicating port 13 communicating with the inflow port 4 of a foam fire-extinguishing agent and an opening 14a and a cylindrical valve 16 for the foam fire-extinguishing agent which slides inside the opening 14a of the cylinder 15 and has a slit 16b extending in the longitudinal direction in a side part 16a.
