PROBLEM TO BE SOLVED: To provide a tin plated steel sheet having excellent smudging resistance and a method of manufacturing the same. SOLUTION: The surface roughness shape of a surface-to-be-plated of a base steel sheet is controlled to satisfy Rsk≥0 and Ra≥0.2μm and tin plating is formed on the base steel sheet to obtain the tin plated steel sheet, where Rsk expresses surface skewness measured in the width direction and Ra expresses arithmetical mean roughness.
