Disclosed is a halogen-free flame-retardant insulating electric wire which can reduce a leakage current at a high frequency and a high voltage, fulfils the requirements with regard to flame retandancy and flexibility, and can contribute to the reduction in environmental load. The halogen-free flame-retardant insulating electric wire comprises a conductive body, a first insulating layer which covers the conductive body, and a second insulating layer which covers the first insulating layer. The first insulating layer comprises a first resin composition, wherein the first resin composition has a dielectric constant of 3.2 or less and comprises: 100 parts by mass of a resin component comprising 20 to 50 parts by mass of a polyester resin, 20 to 50 parts by mass of a polyphenylene ether resin and 30 to 60 parts by mass of a component composed of a styrene elastomer and a polyolefin resin at a ratio of 0:100 to 100:0; and 5 to 70 parts by mass of a nitrogen-containing flame retardant agent. The second insulating layer comprises a second resin composition comprising 100 parts by mass of a resin component and 150 to 250 parts by mass of a metal hydroxide.
