<P>PROBLEM TO BE SOLVED: To convert an F-type electrolyte membrane being a precursor membrane into an entirely homogeneous H-type electrolyte membrane. <P>SOLUTION: The F-type electrolyte membrane 1 is reacted with mixed solutions 4A, 4K formed by adding alcohol to a strong alkaline agent and water so as to hydrolyze the F-type electrolyte membrane 1. The hydrolyzed F-type electrolyte membrane 1 is exposed to water vapors 9A, 9B.
