PROBLEM TO BE SOLVED: To quickly inform a customer of information regarding a service interruption when the fault of the service interruption is generated. SOLUTION: A voltage detecting unit 103 is installed to a transformer 102 mounted on a distribution facility 107 composed of a distribution line 110, a leading wire 117 or the like. The voltage detecting unit 103 measures voltage values on the high-voltage side and low-voltage side of the transformer 102 and detects the presence of abnormal conditions. The voltage detecting unit outputs a transformer code together with abnormal information when the fault of the service interruption is generated and decision is made that the abnormal conditions are present in the voltage value. The output abnormal information is input to a host device 105 installed to a business office 104 for an electric power company, and an electronic mail containing information regarding the fault of the service interruption is transmitted to a mobile phone of the customer associated with the transformer code input together with the abnormal information.
