<p><P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method whereby the deterioration of image quality is suppressed. <P>SOLUTION: The image forming apparatus has both an exposure head which has both n-pieces (integer of n≥3) of light emitting elements in the axial direction of a photoconductor and an imaging optical system using a lens of a negative optical magnification for imaging output light from the light emitting elements to the photoconductor, and a screen table 11 which has m-pieces (integer of m≥3) of pixels in the axial direction of the photoconductor. In the image forming apparatus, n is set to hold n=k×m (integer of k≥1). Elements of the screen table are shifted to pixels of an original image in the axial direction of the photoconductor (14) or in a direction opposite to the axial direction of the photoconductor (15). A starting point of screen growth is set to be a position of a latent image spot formed at the lens.
