<P>PROBLEM TO BE SOLVED: To provide a fixing member excellent in durability and flexibility, a fixing device with the fixing member incorporated therein, and an image forming apparatus capable of forming a glossy image by being equipped with the fixing device. Ž<P>SOLUTION: The fixing member includes a core material and a release layer formed on a surface of the core material. The release layer is formed by curing a coating material prepared by mixing a crosslinked fluorocarbon resin and an uncrosslinked fluorocarbon resin in a ratio of 30:70 to 70:30. The uncrosslinked fluorocarbon resin has a melting point of 250-300°C and a melt flow index of 5-25 g/10 min.
