<P>PROBLEM TO BE SOLVED: To cut off an engine brake in an automobile or the like when gasoline and diesel engines are used as motive power for traveling and the necessity of the engine brake is low. Ž<P>SOLUTION: A ratchet mechanism 13 is installed on a tip of a crankshaft 12. Further, a flywheel or the like 14 is installed ahead of it.
