PROBLEM TO BE SOLVED: To provide: a liquid ejecting head improved in durability by reducing a change rate of displacement due to repeated drive; a liquid ejecting apparatus; and an actuator device. SOLUTION: This liquid ejecting head includes: a passage forming substrate 10 formed with a pressure generating chamber 12 communicating with a nozzle opening that ejects a liquid droplet; a piezoelectric element 300 having a first electrode 60, a piezoelectric layer 70 formed on the first electrode 60 and having a perovskite structure of which the general formula is represented by ABO<SB>3</SB>, and a second electrode 80 formed on the side of the piezoelectric layer 70 opposite to the first electrode 60. The piezoelectric layer 70 has a monoclinic structure. An angle formed between a direction of an electric field E generated between the first and second electrodes 60 and 80 and an orientation of a polarization moment of the piezoelectric layer 70 is set larger than an angle formed between the direction of the electric field E when the piezoelectric constant of the piezoelectric layer 70 reaches a maximum level and the orientation of the polarization moment of the piezoelectric layer 70.
