<P>PROBLEM TO BE SOLVED: To provide a plate key of tag shape allowing the formation of many key difference combinations and easy registration of a spare key. Ž<P>SOLUTION: A tag shape plate is provided with a plurality of holes or clearances to form the key 3. When the key 3 is inserted in a key control device 4, the plurality of holes or clearances 1 are detected by a plurality of photoelectric elements 7 and compared with a pattern of presence or absence of holes or clearances registered beforehand in the key control device 4, and if they are identified, unlocking is performed. Key difference combinations of 1024 ways can thereby be formed from the presence and absence of 10 holes or clearances, for instance. When the key 3 is lost, another key 3 is inserted after inserting the key 3 for registration change.
