<P>PROBLEM TO BE SOLVED: To determine a bicycle ahead of a vehicle in a picked up image. Ž<P>SOLUTION: A picked up image having a brightness value depending on object temperature is obtained, and an image area having a brightness value indicating a higher temperature than the background is extracted. If a pair of first object parts each having a vertical length greater than a horizontal width which has a predetermined horizontal distance or less between one first object part and the other is detected in the extracted image area, and a second object part having a different brightness from the first object parts and having a predetermined vertical length or more is present between the pair of first object parts, the object that includes the pair of first object parts (both leg parts) and the second object part (tire part) is recognized as a bicycle.
