PURPOSE: An apparatus for screen configuration according to a broadcasting screen rate and a method thereof are provided to output text information or pop-up information which is differently set up and outputted through an OSD(On Screen Display) driving part. CONSTITUTION: A stream demultiplexer(104) extracts encoded data. A video decoding unit(106) decodes video data from the encoded data. An OSD driving part(108) receives a screen rate signal of a broadcasting program from the video decoding unit or a demodulator. The OSD driving part outputs OSD information to a preset location region of a screen according to a screen rate signal. A signal output part(110) outputs video data and OSD output signals.
