PURPOSE: A device and a method for manufacturing a paperboard container are provided to enable a user to confirm contents in a paperboard container by forming a transparent film in a cover. CONSTITUTION: A device(300) for manufacturing a paperboard container comprises a paperboard loading unit(310), a paperboard supply and transfer unit(320), a first adhesive spreading unit(330), a transparent supply unit(340), and a pressurizing unit(350). The paperboard loading unit loads multiple paperboards. The paperboard supply and transfer unit supplies the paperboards to the paperboard loading unit one by one. The first adhesive spreading unit spreads an adhesive on the paper boards transferred through the paperboard supply and transfer unit. The transparent supply unit forms a transparent window using a transparent film. The pressurizing unit couples the transparent film and the paperboard by pressurizing.
