PURPOSE: A cosmetic composition for preventing inflammation and skin aging is provided to promote skin cell proliferation and to prevent skin aging. CONSTITUTION: A cosmetic composition for preventing inflammation and skin aging contains distilled liquid of mixed plant extracts. The distilled liquid of the mixed plant extracts is obtained by: heating pansy hot water extract at 90-100°C to obtain steam and cool the steam at 4-10°C to obtain distilled liquid; heating grape hot water extract at 90-100°C to obtain steam and cooling the steam at 4-10°C; heating Syringa vulgaris hot water extract at 90-100°C to obtain steam and cooling the steam at 4~10°C; and heating eggplant hot water extract at 90-100°C to obtain steam and cooling at 4-10°C.
