PURPOSE: A system and a method for installing applications based on a smart card are provided to use an independent application for the resource or the storage device of the user terminal. CONSTITUTION: A smart card(200) stores at least one application, and provides a user terminal with a web UI based service page. In addition, the smart card provides a download page for the stored application according to the request from a user terminal through a service page. The smart card installs the stored application according to the installation request of the user terminal through a download page.
