PROBLEM TO BE SOLVED: To provide a vehicle radio communication device and a communication method, communicating with various equipment inside and outside a vehicle even without a license. SOLUTION: In the vehicle radio communication device 100 performing radio communication with equipment outside or inside the vehicle includes: a radio communication means for performing communication in a plurality of communication forms or a plurality of radio communication means adapted to the different communication forms respectively; a communication destination discrimination means for discriminating whether to communicate with the equipment outside the vehicle or to communicate with the equipment 20A inside the vehicle; a license unneeded communication instruction means for instructing the communication by the communication form without the need of a license to the radio communication means when communicating with the equipment outside the vehicle; and an optimum communication instruction means for instructing the communication by the communication form of the highest communication speed regardless of the necessity/unnecessity of the license to the radio communication means when communicating with the equipment 20A inside the vehicle.
