<P>PROBLEM TO BE SOLVED: To provide a plasma display panel which suppresses the occurrence of a defect in a phosphor layer and is improved in uniformity of luminance and chrominance on the screen. Ž<P>SOLUTION: The method of manufacturing the plasma display panel, which has a front substrate on which a plurality of display electrodes are formed and a rear substrate on which a plurality of data electrodes are formed, each arranged oppositely so that the display electrode and the data electrode may cross each other, comprises: a step of forming a dielectric layer 33 covering the data electrode on the rear substrate 31; a step of forming barrier ribs 34 on the dielectric layer 33; a step of forming a polymer layer 35 which is constructed of polymer particles in a cell demarcated by the barrier ribs 34 and has a surface roughness larger than the surface roughness of the dielectric layer 33; a step of forming a phosphor layer 36 in the cell; and a step of calcining simultaneously the polymer layer 35 and the phosphor layer 36.
