PROBLEM TO BE SOLVED: To prevent a card access key from being leaked from an IC card reader/writer and further to eliminate the need to apply robust security measures to the IC card reader/writer.

SOLUTION: A high-order device 10 holds a card access key in a secure memory 14 for key information storage and applies robust security measures using a tamper-resistant case. The high-order device 10 then performs via a card reader/writer 20 processing of communication with a non-contact IC card 3, in particular, mutual authentication processing with encryption/decryption processing using the card access key. The card reader/writer 20 is configured basically to relay communication between the high-order device 10 and the non-contact IC card 3 and the card access key is not held in the card reader/writer 20.
