<P>PROBLEM TO BE SOLVED: To provide a floor surface and road surface paving structure capable of allowing the appropriate permeation of water into the ground while preventing the accumulation of dust and water in a floor surface and a road surface and excellent in durability. Ž<P>SOLUTION: After at least either a ground improvement material or cement is mixed in a surface part of the ground to be paved and compacted to apply ground improvement of a thickness between 10 cm and 50 cm, a coating layer of a thickness of a 10 mm or less made of cement water, a cement paste, or mortar and provided with a water permeable function and a water flowable function is formed on the surface of the ground to form a water permeable pavement layer in which an aggregate is integrated on the coating layer by a joining material. The water permeable pavement layer is constituted of both a lower layer part in which an aggregate of a grain diameter of 5 mm or greater to 30 mm or less is joined by a joining material and having a water permeability of a porosity of 15% or greater to 35% or less and a surface layer part in which an aggregate of a grain diameter of 3 mm or greater to less than 15 mm is joined by a joining material, formed in the upper surface of the lower layer part, and having a porosity of 10% or greater to 25% or less.
