PROBLEM TO BE SOLVED: To provide a construction method of a protective bank which can disperse an impact caused by falling rocks or the like and receive the impact within a broad range and which is excellent in shock resistance. SOLUTION: The construction method of the protective bank is provided with a reinforcing member construction process S1 and a consolidation process S2. In the reinforcing member construction process S1, a reinforcing member formed of geotextile is constructed in a nearly horizontal direction. In the consolidation process S2, a banking material is placed on the constructed reinforcing member, and is consolidated. By repeating the reinforcing member construction process and the consolidation process to a predetermined height, a plurality of reinforcing members are buried at regular spacings in the perpendicular direction. The feature of the construction method of the protective bank is that the plurality of reinforcing members include a three-axis direction reinforcing member which is formed of the geotextile having high strength especially in the three-axis direction.
