PROBLEM TO BE SOLVED: To provide a billing system for performing billing corresponding to a received data amount, and to provide an apparatus, method and program for generating billing information and a recording medium. SOLUTION: An information distribution apparatus creates data to be simultaneously distributed, further imparts to the data an identifier which indicates that the data is distributed by a broadcast service and billing class information in accordance with a data amount, and transmits it. A mobile terminal receives the data transmitted from the information distribution apparatus, creates a reception confirmation message when it is determined from the identifier imparted to the received data that the received data is distributed by the broadcast service, and further imparts the identifier and the billing class information imparted to the data to it, and transmits the reception confirmation message to the billing information generation apparatus and the information distribution apparatus. The billing information generation apparatus generates billing information based on the billing class information imparted to the reception confirmation message when it is determined from the identifier imparted to the reception confirmation message transmitted from the mobile terminal that the data is distributed by the broadcast service.
