PROBLEM TO BE SOLVED: To provide a suction force generator capable of generating a suction force according to a principle of siphon, even when gas is contained in water, and a soil improvement method by vacuum consolidation capable of promoting the vacuum consolidation by soil improvement, to reduce or omit a load by an embankment and to shorten a soil improvement period. SOLUTION: This suction force generator includes the first tube 1 extended from an upper part toward a lower part, and the second tube 2 connected to the first tube 1 in its upper part and extended horizontal-directionally, and a suction force acts from a tip of the second tube toward the lower end of the first tube by a siphon function, based on a water level difference ΔH between a lower end side of the first tube and a tip side of the second tube. The water flow cross section of the first tube is constituted narrower than a water flow cross section of the second tube, and the suction force is generated by the siphon function, by making the air existing in the second tube while separated from water flow down as a gas-liquid two-phase flow with air bubbles brought in the first tube.
