PURPOSE: An information providing system for handover to a heterogeneous network and a method thereof are provided to enable a user terminal which supports a multiple access mode to use an optimal network according to the support of single or multi frequency operation mode in order to perform handover to the heterogeneous network. CONSTITUTION: If the user terminal(100) requests network information, a handover controller(200) transmits network information which supports frequency operation mode to the user terminal. The user terminal transmits its own frequency operation mode to the handover controller. The user terminal uses a network which supports its own frequency operation mode based on the network information in order to execute handover.
