<P>PROBLEM TO BE SOLVED: To provide a hydrophilic composition capable of providing a hydrophilic member which shows sufficient hydrophilicity and is excellent in water resistance and antifouling property, and a hydrophilic member, a fin material, a heat exchanger, an air conditioner and a method for improving antifouling property using the same. Ž<P>SOLUTION: The hydrophilic member has a silanol ratio of 4-13, which is estimated from a peak intensity ratio (SiOH<SP>+</SP>/Si<SP>+</SP>) at the surface of the member obtained by time-of-flight secondary ion mass spectrometry, and a water contact angle at the surface of the member of ≤15°. The hydrophilic composition contains (A) a hydrophilic polymer containing silicon atoms and (B) a surfactant, and a silanol ratio estimated from a peak intensity ratio (SiOH<SP>+</SP>/Si<SP>+</SP>) at the surface of the member formed from the hydrophilic composition is within the range of 4-13, provided that the peak intensity ratio is obtained by time-of-flight secondary ion mass spectrometry.
