PROBLEM TO BE SOLVED: To solve the problem that there are cases where it is not possible to make the relationships between a charge potential on the surface of a photoconductive drum and a toner charge amount appropriate due to variations in resistance values resulting from manufacturing variations of a development roller for each device. SOLUTION: The technology includes an electrostatic latent image carrier where a latent image is formed, a charging member to which a predetermined voltage is applied for charging the surface of the electrostatic latent image carrier, a developer carrier to which a predetermined voltage is applied for developing the latent image formed on the electrostatic latent image carrier, a current detection part for detecting a first current that flows through the developer carrier, and a storage part for storing information on resistance values of the developer carrier. The technology corrects the voltage applied to the developer carrier or the charging member based on the first current detected by the current detection part and the information on resistance values in the storage part.
