<P>PROBLEM TO BE SOLVED: To provide an image reading device for attaining the improvement of visual recognition in a light emitting part and the suppression of power consumption without newly arranging an optical sensor, and also to provide an image forming apparatus. Ž<P>SOLUTION: The image reading device includes: the optical sensor; and a carriage which has a mirror for guiding the reflection light of an original toward the light receiving surface of the optical sensor and reciprocatively moves along a scanning direction. The image reading device also includes: the light emitting part; an outside light take-in window arranged on the surface of a case body and having an opening to take in the outside light; an outside light guide mirror stored in the case body and reflecting the outside light so as to guide the outside light taken in from the outside light take-in window to the optical sensor; and a control part for moving the carriage to a position, where the outside light reflected against the outside light guide mirror is received by the mirror and also the outside light received by the mirror is guided toward the optical sensor, determining the light amount of outside light, based on a light detection signal which is outputted by the optical sensor after receiving the outside light, and adjusting the light amount of the light emitting part in response to the light amount of the outside light.
