Disclosed is a billing method and system for determining advertisement costs based on unit time. The billing method comprises the steps of: verifying a performance index which quantifies the performance of said advertisement, verifying a rank index with respect to the next-ranking advertisement relative to said advertisement, and determining an actual billing amount per unit time for said advertisement based on said performance index, said rank index, and a pre-determined weighting factor.
