<P>PROBLEM TO BE SOLVED: To operate a loading platform from a stopped state and improve safety by performing a moving operation to a position where the loading platform is immediately stopped after power is turned on again, when the power is shut off during the operation of the loading platform. Ž<P>SOLUTION: Immediately after the power is turned on, a control device 30 judges a position of a spool 3 from a stroke voltage outputted from a Hall IC 15. When the spool 3 is above a neutral position, the control device 30 reversely drives a motor 11 of an actuator 10 and moves the spool 3 to the neutral position. When the spool 3 is below the neutral position, the control device 30 normally drives the motor 11 and moves the spool 3 to the neutral position.
