<P>PROBLEM TO BE SOLVED: To provide a method for manufacturing a surface-treated cold-rolled steel plate, by which a cleaning process before an annealing process and/or a cleaning process after the annealing process and before a surface treatment process can be stably performed by immersion cleaning without causing excess foam formation so that a surface treatment failure is not caused on an obtained cold-rolled steel plate. Ž<P>SOLUTION: In the method for manufacturing the surface-treated cold-rolled steel plate, an alkali cleaning agent containing an alkali agent (A), a nonionic surfactant (B) represented by formula (1): R<SP>1</SP>-O-ä(PO)<SB>l</SB>(EO)<SB>m</SB>(PO)<SB>n</SB>}H, (wherein, R<SP>1</SP>is 8-14C straight or branched chain alkyl or alkenyl group; PO is an oxypropylene group; EO is oxyethylene group; l and n each represent an average addition molar number of PO, l is a number of 0.5-3 and n is a number of 1-8; m represents an average addition molar number of EO and is a number of 5-12; and (PO)<SB>l</SB>, (EO)<SB>m</SB>, and (PO)<SB>n</SB>are block-arranged in this order), aldonic acids (C), and water, and having a pH of ≥11 is used in a cleaning process for performing immersion cleaning.
