<P>PROBLEM TO BE SOLVED: To improve safety by moving a spool to a neutral position and stopping a loading platform, when a failure of a sensor used for controlling the spool is detected. Ž<P>SOLUTION: A Hall IC 15 detecting a neutral position of a spool 3, and a rotary sensor 16 provided to a motor 11 moving the spool 3 to an upper position and a lower position are used as sensors for controlling a position of the spool 3. The motor 11 is controlled to move the spool 3 to a neutral position and reliably stop a loading platform, using a rotary pulse from the rotary sensor 16 when failure of the Hall IC 15 is detected, and using a stroke voltage from the Hall IC 15 when the failure of the rotary sensor 16 is detected.
