PURPOSE: A fine-soil washing apparatus and a method thereof are provided to improve the removal efficiency of oil and heavy metal components from fine soil by sorting polluted soil by particle size. CONSTITUTION: A fine-soil washing apparatus comprises the following: a grit chamber(140) precipitating soil slurry with a diameter of less than 1mm washed and separated from solid, and discharging the soil slurry with a diameter of 0.02~1mm to the outside; a micro-bubble reaction tank(150) removing oil from the soil slurry with a diameter of less than 1mm using high pressure air, and discharging the soil slurry to the outside; and a heavy-metal reaction tank(160) supplied with the soil slurry discharged from the grit chamber and the soil slurry discharged from the micro-bubble reaction tank, respectively to separate heavy metal components from the soil slurry.
