PROBLEM TO BE SOLVED: To provide a milky lotion comprising an emulsified oil component, noticing that electrolytically reduced water exhibits a function of emulsifying an oil component. SOLUTION: As an oil is generally emulsified using an emulsifier other than an essentially necessary component, the resultant emulsified oil sometimes causes allergy by the emulsifier when it is applied on the skin or the like. On the contrary, the emulsified oil component does not cause allergy when it is applied because electrolytically reduced water obtained by electrolytically reducing water is used.
