<P>PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which is excellent in mechanical strength and cleaning performance under either of high-temperature/high-humidity condition or low-temperature/low-humidity conditionand, and stably obtains high-level image quality over a long period of time, and to provide a process cartridge and an image forming apparatus using the electrophotographic photoreceptor. Ž<P>SOLUTION: The electrophotographic photoreceptor includes: a conductive substrate 1; and the uppermost surface layer 7 which is disposed on the conductive substrate and includes fluorine-containing resin particles, a fluorine-containing graft polymer and a charge-transporting polymer, wherein 99 pieces % or above of the fluorine-containing resin particles have a particle size <1 μm.
