<P>PROBLEM TO BE SOLVED: To provide a toner for developing electrostatic image which does not cause image quality defect such as belt-like fogging by suppressing the deterioration of fluidity/transportability due to embedding of an external additive to a toner particle and deformation/peeling of surface of toner particle caused when recovering the toner with a cleaning means and by preventing spouting of the toner discharged from a waste toner transportation path, and also to provide a developer for developing electrostatic charge image, a toner cartridge, a process cartridge and an image forming apparatus. Ž<P>SOLUTION: The toner for developing electrostatic image includes a toner particle to which an external additive A having a number average particle size of 7 to 200 nm and an external additive B having a number average particle size of 30 to 4,000 nm are externally added, wherein a ratio of the number average particle size of the external additive B to the number average particle size of the external additive A is in the range of 2 to 20, one side of the external additive A and the external additive B has a core particle as a particle covered with organic material containing hydrogen and nitrogen and the particles of the other side of them are SiO<SB>2</SB>particles.
