PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which is excellent in mechanical strength and cleaning performance, suppresses the rising of residual potential upon repeated usage and stably obtains high-level image quality over a long period of time, and to provide a process cartridge and an image forming apparatus using the electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor includes: a conductive substrate 1; and the uppermost surface layer 7 which is disposed on the conductive substrate and includes fluorine-containing resin particles, a polymer having 1-2C fluoroalkyl group and a charge-transporting polymer.
