The invention is directed to a combined cap and actuator device for an aerosol container. The device has a body which is substantially cylindrically-shaped having a receiving portion, an actuating portion, and a waist portion. The body is reversible from an unactuating position wherein the valve of the aerosol container is closed to prevent product flow, to an actuating position wherein the valve is opened to dispense product into the receiving portion. A lid is attachable to seal the receiving portion, actuating portion or base of the container.
