<P>PROBLEM TO BE SOLVED: To provide an apparatus for agitating and mixing two kinds of liquid in which two kinds of liquid are emulsified as desired by agitating and mixing them with a comparatively simple configuration. Ž<P>SOLUTION: The apparatus for agitating and mixing two kinds of liquid is equipped with an agitating mixing apparatus body 2 which specifies an agitating mixing chamber 4, a first inflow part 12 and a second inflow part 14 which are communicated with a lower part of the agitating mixing chamber 4, an outflow part 16 which is communicated with an upper part of the agitating mixing chamber 4, an agitation means 28 for carrying out agitation and mixing, a driving source 42 for driving the agitation means 28, a first liquid vessel 20 for accommodating first liquid (heavy oil) and a second liquid vessel 24 for accommodating second liquid (water) of larger specific gravity than that of the first liquid. The first inflow part 12 is disposed at a lower side than the second inflow part 14 in a vertical direction, an obstructive member 44 is provided at an inner peripheral surface of the agitating mixing chamber 4 and the obstructive member 44 is disposed at an outer peripheral side in a radial direction facing the agitation means 28.
