<P>PROBLEM TO BE SOLVED: To reduce the cost of usage of a parking management device, and to miniaturize a lock plate driving mechanism for driving a lock plate. Ž<P>SOLUTION: In this parking management device 1 which has the lock plate driving mechanism 3 for operating the lock plate 2 opened/closed with a motor 7, the lock plate driving mechanism 3 comprises a first urging member 30 for urging the lock plate in such a manner as to operate it in an opening direction, and a second urging member 50 for urging the lock plate 2 in such a manner as to operate it in a closing direction. The lock plate is operated in the closing direction against the urging force of the first member 30 through the power of the motor 7 and the urging force of the second urging member 50.
