An apparatus and a method for manufacturing an optical filter of a flat display panel are provided to reduce manufacturing process and manufacturing costs by using a part of a block matrix as a ground electrode. In an apparatus and a method for manufacturing an optical filter of a flat display panel, a first optical member(110) has a display area and a peripheral area surrounding the display area. A black matrix(120) is extensively formed on the top of the first optical apparatus, and has the conductivity. A second optical apparatus(130) has the same size as the first optical apparatus and the black matrix, and it is arranged on the black matrix. The second optical apparatus includes a display area of the first optical apparatus and a display area and a peripheral area corresponding to the display area and a peripheral area of the first optical apparatus. The peripheral area of the second optical apparatus is processed as a point by a laser, and the black matrix is exposed in order to form the ground electrode. |
