<p><P>PROBLEM TO BE SOLVED: To easily provide inorganic electroluminescence (inorganic EL) having an oxide chromogenic layer capable of emitting blue light with high brightness. <P>SOLUTION: The inorganic electroluminescence (inorganic EL) provides the luminous layer 12 (inorganic phosphor layer) illuminating blue light. A base material (host material) of the luminous layer is to be Zn<SB>2-X</SB>M(II)<SB>x</SB>Si<SB>1-Y</SB>Ge<SB>Y</SB>O<SB>4</SB>(provided, M(II): a third period metallic element, X, Y: not more than 1), and doping (activating) metal is to be In(III).
