<P>PROBLEM TO BE SOLVED: To minimize loss relating to restoration work for a client and builders by providing an inexpensive and easy-to-use alarm constantly detecting insulation failure of an electric heating panel occurring in construction work of the electric heating panel and a floor finishing material, in a construction process of an electric floor heating system. Ž<P>SOLUTION: In the construction of the electric floor heating system and the like, the insulation failure by nailing error and the like is displayed by an insulation-resistance meter as reduction of an insulation-resistance value between a power source wire of the electric heating panel and an earth wire of a ground layer. As this alarm can instantaneously notify the builder of an accident by alarm buzzer, an alarm lamp and the like simultaneously with the occurrence of insulation failure by detecting phenomenal change of the resistance value, loss by useless restoration can be minimized.
