PROBLEM TO BE SOLVED: To also reduce a client-side burden while enabling server load distribution in processing for registering a client terminal to a call control server. SOLUTION: A client terminal (20) inquires a call control server to register thereto terminal information on the client terminal itself, among a plurality of call control servers (30), to a management server (10). The management server, that receives the inquiry, retrieves candidates having features corresponding to voice communication of the client terminal from server information representing features for each call control server and uses results of the retrieval to determine a registration destination of the client terminal. The client terminal is then notified of information for connecting to the call control server of the determined registration destination.
