<P>PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus that can maintain excellent image quality, even when an elastic layer of a roller member deteriorates more as it is used. Ž<P>SOLUTION: The fixing device 1 includes a heating roller 11 with a heating heater 24, and a pressure roller 12 having a heat-resisting elastic layer 26, and has a cam 32 for pressing the heating roller 11 and the pressure roller 12 against each other and adjusting their pressing force, a control unit 33 for controlling pressing force of the cam 32, and a temperature sensor 34 for acquiring a parameter showing an increase in hardness of the heat-resisting elastic layer 26, and the control unit 33 increases the pressing force of the cam 32 as the parameter obtained by the temperature sensor 34 increases.
