<P>PROBLEM TO BE SOLVED: To provide a descaling and rust-preventive agent with the use of an organic phosphonic acid or a salt thereof, which shows an enhanced rust-removing effect, is less corrosive and shows improved surface finishing properties for a metal to be cleaned of which the rust has been removed. Ž<P>SOLUTION: The descaling and rust-preventive agent contains the following components (A) to (C). The component (A) includes at least one component selected from the organic phosphonic acids and the salts thereof. The component (B) includes at least one component selected from carboxylic acids and salts thereof.
