PROBLEM TO BE SOLVED: To solve the problem that ammonia is frequently used as an alkali agent in hair treatment agent compositions and strong unpleasant odor is generally felt when used. SOLUTION: There is provided a hair treatment agent composition comprising (A) an alkali agent, (B) a base material and (C) a reducing agent, which compose the hair treatment agent, wherein, each agent thereof is selected from ones having ratios of predetermined components stimulating nose, such as ammonia, an amine, hydrogen sulfide or mercaptan, lower than the sensitivity threshold of olfactory organs, and the composition is composed by using these agents.
