<P>PROBLEM TO BE SOLVED: To provide an apparatus capable of automatically constructing networks among installed objects. Ž<P>SOLUTION: The apparatus includes: a transmitting/receiving section 100 for a packet transmission/reception; a reception control section 101 for extracting a datalink layer header from a received packet; a reception information storage section 102 for storing the received packet; a packet transmission/reception control section 103 for recognizing the type of the received packet and the request, with reference to the data link layer header and autonomously generating a packet according to it; a timer section 104 for counting the time for transmission/reception timing of the packet that is generated autonomously; a higher-order layer control section 107 for processing packets of higher-order layers, other than the data link layer; a transmitted information storage section 106 for storing the transmitted packets transmitted from the packet transmission/reception control section 103 and the higher-order layer control section 107; and a transmission control section 105 for controlling the transmission of the transmitted packets.
