A method and a device for measurement report are provided in the embodiments of the present invention, and the method comprises the following steps that: measuring frequency band signal quality of the service cell and the neighbor cells; when the frequency band signal quality of the service cell and the neighbor cells fulfils a measurement event requirement, reporting the frequency band signal quality which fulfils the measurement event to the service cell. The embodiments of the present invention converges the service cell configuration measurement event in spectrum, which guarantees that the user equipment searches cells and performs complete measurement according the above measurement time, reports the frequency band signal quality which fulfils the measurement event requirement, and enables the current service frequency band to have a signal with good quality.
