An apparatus for identifying overstay of a vehicle in a parking space comprises a detector adapted to detect presence of a vehicle in the parking space and a processor coupled to the detector. The processor is adapted to process and store data received from the detector and to determine from the data and independently of any parking payment system whether the vehicle has overstayed a defined time duration in the parking space. The apparatus also has a radio receiver coupled to the processor for receiving wakeup signals; a radio transmitter coupled to the processor for transmitting data relating to identified instances of overstay of the vehicle in the parking space; and a battery for providing power to the detector, processor, radio receiver, and radio transmitter. The apparatus is encased in a self-contained, sealed housing.
