PROBLEM TO BE SOLVED: To suppress deterioration in image quality and image density as well as reducing excessive toner consumption and wasteful down time in an image forming apparatus. SOLUTION: The image forming apparatus includes: an image carrier 1; a latent image forming means 2 for forming an electrostatic latent image corresponding to an image information signal; a developing unit 4; and an intermediate transfer means 5-1. In this case, the image forming apparatus further includes: an image ratio calculating means 30 for calculating the image ratio based on the image information signal; an image density detection means 21 for detecting the density of a reference image that is formed on the intermediate transfer body 5-2 by the latent image forming means 2, the developing unit 4 and the intermediate transfer means 5-1; and a control means 30 having a forced consumption mode for making the toner in the two component developer which is stored in the developing unit 4 to transit onto the image carrier 1. The control means 30 determines whether or not to execute the forced consumption mode based on the calculated result by the image ratio calculating means 30 and the detected result by the image density detection means 21.
